Graduate students may travel to Cuba for research purposes.
The regulations governing travel to Cuba include a General License for travel to Cuba by students enrolled in an accredited institution of undergraduate and graduate education to pursue: “noncommercial academic research in Cuba specifically related to Cuba and for the purpose of obtaining a graduate degree” (indicated in current Department of Treasury guidelines).

General License Authority means that we fall into one of the categories authorized explicitly in the regulations and do not have to apply to OFAC for permission. A specific license is granted (or not) upon application to OFAC. Travel agents that are authorized to sell tickets for transportation to Cuba will usually ask you to sign an affidavit for the category of travel if you are traveling under a general license authority.
